The situation
You have appointed a systems integrator, or you are about to. They have a methodology, a plan and a change control process, and they are very good at all three. What determines whether the programme lands is whether the organisation buying it can make decisions at the speed the plan assumes, own its own data, and tell the difference between a delay it caused and one it did not.
That capability is rarely staffed. It is usually held by people who also have day jobs, and it is the first thing to give when the programme gets busy.

Central government departments have spent tens of millions on client-side design, assurance and intelligent client functions, because the alternative, trusting the integrator to mark its own homework, has been tried.
Councils and housing associations buying ERP at £1m to £8m are running the same risk with a fraction of the client-side capability.
